摘要: 从方法论创新对产业政策评估结论差异的成因寻求研究突破,有助于推动政策评估理论研究和产业政策内容不断
完善。新能源汽车产业是当前各国政策制定的热点领域,学者对政策效果进行了大量的评估研究。然而与其他细分领域
的政策效果评估研究相似,新能源汽车产业政策效果评估研究同样存在碎片化和不可比较的研究困境。基于系统综述
法,筛选出175篇新能源汽车产业政策效果评估文献,识别了评估体系的构成要素并在此基础上探讨政策效果评估结论
差异的成因。结果发现(: 1) 新能源汽车产业政策评估体系的要素可以归类为以评估模式为引领,涵括评估标准、评估环
境、评估主体、评估客体、评估方法在内的6类;(2) 要素组合差异是新能源汽车产业政策评估结论差异的重要原因。
